or under influence of narcotic drugs; revocation and withholding of hunting and fishing license privileges.] In the event any person shall be convicted of a violation of this act [17-2-29, 17-2-30 NMSA 1978], his hunting and fishing license shall be revoked and all hunting and fishing license privileges withheld for a period of twelve months.
