uniform style and form.] The state records administrator shall develop and recommend to the state commission of public records uniform standards of style and format for the following: A. manuals of procedure prepared and published by state agencies for the guidance of public officers and employees engaged in operations required for the efficient operation of state and local government, including but not limited to acquiring space, budgeting, accounting, purchasing, contracting, vouchering, printing, appointment and dismissal of employees and record maintenance; B. manuals of procedures prepared and published by state agencies for the guidance of their own employees and for their own operations; C. official rules and regulations and reprints of laws published by state agencies, excluding se
