3.As used in P.L.1999, c.224 (C.9:12A-2 et seq.): "Department" means the Department of Children and Families. "Division" means the Division of Child Protection and Permanency in the Department of Children and Families. "Homeless youth" means a person 21 years of age or younger who is without shelter where appropriate care and supervision are available.
