a. There is hereby established a Clean Water Scholarship Intern Program. b. The commissioner may provide for the payment of room, board, tuition and fees for eligible persons to attend any accredited college or university authorized by the commissioner as a regular student to receive an engineering degree or a degree with a major in the biological, physical or environmental sciences satisfactory to the commissioner until the eligible person satisfactorily completes 4 scholastic years. c. To be eligible for the Clean Water Scholarship Intern Program a person must:

(1)Be a citizen of the United States and the State of New Jersey;
(2)Be a high school graduate or have an equivalent education;
(3)Have been accepted for admission to the accredited college or university authorized by the commi
