2.The commission shall consist of 19 members as follows: a. the Commissioner of the Department of Labor and Workforce Development, or a designee, who shall serve ex officio; b. the Secretary of Higher Education, or a designee, who shall serve ex officio; c. the Chief Executive Officer of the New Jersey Economic Development Authority, or a designee, who shall serve ex officio; d. twelve members appointed by the Governor who shall include: the president of a public research university, a representative of a public college or university located in the State and a representative of an independent college or university located in the State that are actively engaged in business partnerships, a representative of the New Jersey Chamber of Commerce, a representative of the New Jersey Business and
