A qualifying governmental body may develop and adopt by ordinance or resolution a State cultural center plan or a regional cultural center plan to be submitted to the council as an application for designation as a center. The plan shall include: a. A description of the facilities available for cultural activities; b. A statement of the boards, commissions, and organizations responsible for management, operation, and maintenance of the facilities involved and activities provided, and any plans or commitments made by these groups for the continuation of services and provision of activities; c. A description of the types of cultural activities that are provided, or are to be provided, at and by the center; and d. A statement of commitments made by private individuals, businesses, and organiza
