12.For those municipalities that do not adopt the commission's master plan, zoning regulations, codes, and standards, the commission shall review and regulate subdivisions and land development within the district, in accordance with procedures and engineering and planning standards adopted by the commission, which shall require that: a. All subdivisions, site plans, buildings, and other development shall be in accordance with the master plan and any applicable redevelopment plan; b. Adequate drainage facilities and easements be provided; c. Road improvements be provided for subdivisions or sites when necessary to protect the safety and convenience of the traveling public, such improvements to include, but not be limited to, additional rights-of-way or pavement widths, marginal access stre
