Any such almshouse shall be under the direction, superintendence and government of the board of chosen freeholders, which board may: a. Appoint such officers, committees or boards as may be necessary for the management thereof; and b. Make such rules, regulations and by-laws respecting the almshouse as the board shall from time to time deem proper.
