Where permanent relief is required by a poor person in a municipality in a county in which he has gained a settlement and of a county in which there is no almshouse, welfare-house or district welfare-house, the overseer shall: a. Commit and remove the person to the municipal almshouse; b. Furnish relief at home as provided in this chapter if the circumstances render that course legal and preferable; or c. Commit and remove the person to such other municipal almshouse in the county as may by contract provide such relief.
