The establishment of such joint commission shall be by ordinance, in the case of a municipality, and by resolution, in the case of a county. Each such ordinance or resolution shall incorporate therein the basic terms under which such participants shall agree to organize. Such terms may include provisions governing: a. Limitations or requirements as to eligibility for membership, such as provisions requiring or limiting representation to elected officials or persons who do not hold elective office, or combination thereof; b. Any agreement as to the number of members present, or participants represented, as may be required to constitute a quorum for the transaction of business; c.
