The board of agriculture is authorized to promulgate reasonable rules and regulations governing, among other factors, the following:
(a)Record keeping, (b) Reports, (c) Construction and maintenance of storage facilities, (d) Length of storage time including the maximum time allowed to reach the prescribed atmospheric conditions, (e) Temperature, (f) Humidity, (g) Atmospheric composition, and (h) Packing and repacking.
