15.The commissioner may adopt rules and regulations relating to and including, but not limited to: a. (Deleted by amendment, P.L.2009, c.275).
b.Establishment of a comprehensive snowmobile, all-terrain vehicle, and dirt bike information and safety education and training program.
c.Granting of permits for the conduct of all prearranged special events as provided in P.L.1973, c.307 (C.39:3C-1 et seq.), including those permits necessary for special events conducted on public lands and waters under the jurisdiction of the Department of Environmental Protection. In accordance with the requirement in subsection b. of this section, the commissioner shall certify snowmobile, all-terrain vehicle, and dirt bike safety education and training programs to be offered by public or private agencies or
