30:1-9. The commissioner may create within the department such divisions as he may deem necessary. Each division shall be under the supervision of a director or assistant commissioner, who shall be qualified by training and experience, appointed by and receive the compensation fixed by the commissioner, except where otherwise provided by statute, and shall devote his entire time to the performance of his duties. The commissioner may in his discretion combine the duties of two or more divisions under one head. The division directors or assistant commissioners shall perform such services and exercise such powers at such times and places as the commissioner shall prescribe.
