The Marine Fisheries Council shall: a. Contribute to the preparation and revision of fisheries management plans; b. Be empowered to disapprove, within 60 days of the proposal thereof and the submittal thereto, any rule or regulation or any amendment thereto proposed by the commissioner pursuant to this act except for any rule or regulation adopted pursuant to subsection (c) of section 4 of the "Administrative Procedure Act," (C. 52:14B-4); c. Advise the commissioner on policies of the department and in the planning, development, and implementation of all departmental programs related to this act; d. Examine, consider and make recommendations in any matters pertaining to the conservation and management of fisheries resources throughout the State; e. From time to time submit to the commissio
