The district board shall then certify such statement in substantially the following form: "We do certify that the foregoing is a true, full and correct statement of the result of the election above mentioned. In witness whereof, we have hereunto set our hands, this day of November, in the year of our Lord one thousand nine hundred and .................................................) District Board ..................................................) of Registry ..................................................) and Election." ..................................................) No member of any district board shall sign any returns of election until after the completion of the counting of votes and his personal examination of the tally sheets to determine the correctness of the results.
