Type II school districts shall include-- a. Local school districts as follows: 1. Every local school district hereafter established in a municipality other than a city, or in a city which shall become a municipality other than a city, except a municipality in which the provisions of section 18A:9-2 shall be accepted; 2. Every local school district which was governed, immediately preceding the effective date of this title, by chapter 7 of Title 18 of the Revised Statutes; 3. Every local school district in which the provisions of this section shall be accepted; and 4. Every consolidated local school district.

b.Every regional school district; and such district shall be subject to the provisions of this title relating to type II districts except as otherwise so provided in the case of region
