The commissioner shall establish a grant program to encourage and facilitate the development and implementation of effective school plans by the administrative and teaching staffs of individual schools. The administrative and teaching staff of a school, with the approval of the board of education, may submit a proposal for funding under the program to the commissioner. Eligible proposals shall include each of the following to be approved: a. An intention to use effective schools research in the development of an effective school plan; b. A mechanism through which teachers and other educational personnel shall participate directly in the formulation, implementation and revision of the effective school plan; c.
