2. a. The commissioner shall award grants, within the limit of available State appropriations, to selected county vocational school districts to be used to support the development and implementation of a career and technical education program in an existing school or college facility that is not owned or leased by the county vocational school district. The commissioner shall determine the amount of each grant awarded under the program and may award multi-year grants. b. A county vocational school district that wants to apply for a grant shall submit an application to the commissioner. The application shall include:

(1)a description of the career and technical education partnership program to be developed with the grant funding;
(2)a description of the partnership with the school district
