3.The Commissioners of Education and Labor and Workforce Development each shall: a. Identify the regulations, policies, programs, and procedures of their respective departments which relate to apprenticeship programs and other forms of preparation for technical trades; b. In consultation with the Division on Civil Rights in the Department of Law and Public Safety and the Division on Women in the Department of Children and Families, identify the factors which have produced low rates of minority and female participation in apprenticeship and other technical training programs; c. Take appropriate action to encourage a higher rate of minority and female participation in these programs; d. Advise the Legislature of any additional legislative action which would advance the purposes of P.L.1985,
