The teaching staff employees and administrative officers other than the president of the county college are hereby held to possess all the rights and privileges of teachers employed by local boards of education. The president and teaching staff members shall be eligible for membership in the teachers' pension and annuity fund. For the benefit of its other officers and employees, the county college, as a public agency, may elect to participate in the public employees' retirement system. L.1967, c.271.
