Any corporation or association organized under the laws of another state of the United States for the purpose of furnishing life, sickness or accident insurance upon the assessment plan, or that is carrying on the business of life, sickness or accident insurance upon the assessment plan, may be authorized by the commissioner to transact business in this state on depositing with him the following: a. A certified copy of its charter or articles of incorporation.

b.A statement under oath of its president and secretary, in the form required by the commissioner of its business for the year ending December thirty-first last preceding.
c.A certificate under oath of its president and secretary that it is paying, and for the twelve months then next preceding has paid, the maximum amount named in
