14. a. A person whose privilege, including any license or numbering, to operate a power vessel or a vessel that is 12 feet or greater in length has been suspended, revoked or prohibited shall not operate such a vessel on the waters of this State. b. A person violating subsection a. of this section shall be subject to the following penalties:

(1)upon conviction for a first offense, a fine of $500;
(2)upon conviction for a second offense, a fine of $750 and a term of imprisonment not to exceed five days;
(3)upon conviction for a third offense and each subsequent offense, a fine of $1,000 and a term of imprisonment not to exceed 10 days. c. In addition to the penalties prescribed in subsection b. of this section, a court shall suspend or extend the suspension of the operating privileges, f
