§ 53-B:8 — District Committee

I.The powers, duties, and liabilities of a district shall be vested in and exercised by a district committee organized in accordance with the district agreement. The district committee shall authorize and govern all actions of a district, and the district committee's actions which are consistent with the district agreement and this chapter are binding on member municipalities without any additional action by the governing or legislative bodies of those municipalities. A majority of district committee representatives shall constitute a quorum, unless the district agreement provides for weighted voting, in which case a quorum shall consist of representatives holding more than 50 percent of the voting power. An affirmative 2/3 vote of the total votes of the district committee shall be required to authorize the incurrence of long-term debt or the dissolution of the district.
II. The committee shall choose a chairman by ballot from its membership. It shall appoint a secretary and a treasurer, who may be the same person, but who need not be members of the committee, and such other officers as may be provided for in the district agreement. The treasurer shall receive and take charge of all money belonging to the district and shall pay any debt of the district which has been approved by the committee, or by a noncontemporaneously signed manifest signed by 2 or more members of the district committee empowered by the district committee as a whole to authorize payments. The treasurer may, by vote of the committee, be compensated for his services. Proceedings of the committee shall be held in accordance with RSA 91-A.
III. The committee shall send to the member municipalities, by January 31 of each year, an annual report on the general activities and affairs of the district, including a detailed financial report.
