No municipality in this state, whether acting alone or jointly with another municipality or with the state, shall submit to any agent of the federal government any project application under the provisions of section 16(a) of the Act of Congress, approved May 21, 1970, being Public Law 91-258, 91st Congress, known and hereinafter designated as the "Airport and Airway Development Act of 1970" or any amendment thereof, unless the project and project application have been first approved by the department. No such municipality shall directly accept, receive, receipt for, or disburse any funds granted by the United States under the Airport and Airway Development Act, but it shall designate the commissioner as its agent and in its behalf to accept, receive, receipt for and disburse such funds.
