In this chapter: I. "Commissioner" means the insurance commissioner. II. "Plan document" means evidence of coverage furnished to a student that sets forth all benefits and terms and conditions, with regard to a student health plan. III. "Qualified actuary" means an actuary who is a member in good standing of the American Academy of Actuaries or Society of Actuaries, with experience in establishing rates for self-insured trusts providing health benefits or other similar experience. IV. "Institution of higher education" or "institution" means an educational institution in New Hampshire that:

(a)Admits as regular students only persons having a certificate of graduation from a school providing secondary education, or the recognized equivalent of such a certificate, or persons who have complet
