Whenever it shall appear to the commissioner of this state that any insurance company chartered by this state, and authorized by such commissioner in this state to engage in life, accident and health insurance business or any combination thereof, is refused permission to transact any such business or combination thereof within any state of the United States or within any foreign country, by the provisions of any law of such state or country which shall in terms prohibit, or shall be construed in such manner as to prohibit, such company from engaging in such business or combination thereof after such company has complied with all other laws of such state or foreign country the commissioner may cancel the authority of, or refuse a license to, every company organized by charter or under the l
