The board shall require that applicants pass parts 1, 2, and 3 and the written clinical competency examinations of the national examination given by the National Board of Chiropractic Examiners if an applicant was licensed after January 1, 1990, and parts 1, 2, 3, and 4 and the written clinical competency examinations of the national examination given by the National Board of Chiropractic Examiners if the applicant was licensed or applied for a license after January 1, 1996. Applicants having passed the national examinations shall be exempt from taking a written examination and, provided the applicant meets all other qualifications and requirements of this chapter, shall be registered and granted a license by the office of professional licensure and certification upon payment of the requir
