The following terms used in this subdivision shall have the following meanings unless the context clearly requires otherwise: I. Certifying Officer. "Certifying officer" shall mean the commissioner or his representative authorized to make determinations on claims. II. Claim. A "claim" shall mean:

(a)Initial Claim. The first filing for benefits within a benefit year or the first claim for benefits immediately following any 7-day period for which the claimant did not file for benefits or with respect to which the claimant did not or will not receive any benefits. Such 7-day period need not be a 7-consecutive-day period.

Interested Party. "Interested party" means the claimant, his last employing unit or employer, any employer whose account was or may be charged with benefits paid and any employing unit or employer whenever the claimant's reason for leaving their employ may be material to his claim.
