When any other state by its laws imposes any taxes, fines, penalties, licenses, fees, deposits or other obligations or prohibitions, additional to any New Hampshire imposes, upon any vehicles registered in New Hampshire or upon the owners or drivers of such vehicles traveling on the ways of that other state, similar taxes, fines, penalties, licenses, fees, deposits or other obligations or prohibitions shall be imposed on similar classes of vehicles registered in that state and traveling upon the ways of New Hampshire, so long as the laws in the other state remain in force.
