Text
The commissioner is authorized to purchase such railroad rolling stock, equipment and machinery as may be necessary for the operation and maintenance of any rail properties purchased by him on behalf of the state, with any funds made available for such purposes. In furtherance of such authority, the commissioner is authorized to acquire and have available a pool of equipment and machinery which may be utilized by the operators of any such rail properties for the purpose of track maintenance and other related railroad activities, upon such terms and conditions as the commissioner may determine with approval of the governor and council.
