Text
If the commissioner is unable to purchase such material or land at what he considers a reasonable compensation he shall request the governor and council to appoint a commission to assess the damages sustained by the owner, and thereupon proceedings shall be had in the same manner as for the assessment of damages by a commission for land taken for highway purposes.
