I.The school districts comprising an authorized regional enrollment area plan may convert the plan to a cooperative school district as provided in RSA 195:18 upon the expiration of 5 years after date of operating responsibility, and thereafter. Provided, however, that, if such area plan then includes a city school district or the dependent school department of a city, such conversion may only be accomplished by special act of the legislature upon petition of the cooperative school district planning board. In proceedings for conversion, the school boards of the several school districts in the area plan, acting jointly, shall constitute the cooperative school district planning board.
