For the purpose of obtaining discounts pursuant to the universal service fund, otherwise known as "E-rate" discounts, as established by section 254 of the Telecommunications Act of 1996, "school" means any public or private elementary or secondary school, and any regional career and technical educational center designated under RSA 188-E, including educational programs offered at such career and technical educational centers for pre-kindergarten, adult education programs, and juvenile justice programs.
