Text

I. Whenever the state board of education proposes to adopt or amend any special education rule which exceeds the minimum requirements of state or federal law, the state board shall, in addition to the provisions of RSA 541-A, issue a report of all such proposed rules which meets the following requirements:

(a)For each rule or proposed rule contained in the report, the department of education shall identify: the rule number, the nature of the rule, any state minimum requirement exceeded, any federal minimum requirement exceeded, the unfunded financial impact on local school districts for rules exceeding state or federal minimum requirements, if the rule exceeding state or federal requirements may have an indeterminable fiscal impact on school districts, and the reasons for exceeding those
