Text

If the person receiving public assistance is, on the testimony of reliable witnesses who are not officials or employees of the department of health and human services, found to be incapable of taking care of himself or his money, the commissioner of health and human services may make the payments of such assistance to a protective payee, as defined by federal regulations, for the benefit of such person.
