Text
All railroads are common carriers affected with a public interest and subject to regulation as
prescribed by this chapter and other applicable provisions of law. The commission, to the extent
not inconsistent with federal law, shall regulate railroads to ensure that all rates, facilities, and
services are just and reasonable, and are not unduly discriminatory, unduly or unreasonably
prejudicial, nor unduly or unreasonably preferential.
