Before leasing any lands or interest therein or any mineral rights reserved in any
conveyance thereof, any county or other political subdivisions thereof shall advertise the same
in like manner as provided in section 38-09-15 and with like content of such notice and the
leasing must be held at the office of the county auditor if owned by the county or if by any other
political subdivision, at the office of the clerk or auditor thereof.
