prohibited - Exception - Notice.
No person may sell, give away, or in any manner part with any animal infected with or
suspected of being infected with any contagious or infectious disease, except as may be
provided otherwise by the rules of the state board of animal health. If any animal is known to
have been infected with or exposed to any such disease within one year prior to such disposal,
due notice of such fact must be given in writing to the person receiving the animal.
