apply. The fee remitted by any person who applies for a license issued by lottery, when by any law or proclamation that person is ineligible to apply because of any waiting period, is forfeited. The director shall notify the applicant that the applicant is ineligible for this reason and the fee has been forfeited. The fees received by the department pursuant to this section must be deposited in the state game and fish fund.
