Each board member shall hold a public meeting at least twice each fiscal year in the board
member's respective district to make presentations and to determine the needs and the
opinions of those interested in these activities. The board shall meet at least twice each fiscal
year. The board has the authority to advise the director regarding any policy of hunting, fishing,
and trapping regulations, and may make general recommendations concerning the operation of
the department and its programs that the director may carry out. The board shall forward copies
of its recommendations to the governor. This section does not limit or restrict the powers, duties,
and authority of the governor in the issuance of orders and proclamations as provided in chapter
20.1-08.
