(a)Members of the State Highway Patrol Division shall be appointed by the Commander, with the approval of the Governor, and shall serve at the pleasure of the Governor and Commander. The Commander, other officers and members of the State Highway Patrol Division shall be paid such salaries as may be established by the Division of Personnel of the Department of Administration. Notwithstanding any other provision of this Article, the number of supervisory personnel of the State Highway Patrol Division shall not exceed a number equal to twenty-one percent (21%) of the personnel actually serving as uniformed highway patrolmen.
