Text

Notwithstanding any other provision of law, State funds shall not be used for any of the following purposes unless specifically authorized by the General Assembly:

(1)Construction of any satellite area.
(2)Commencement of any capital project in connection with the construction or acquisition of any satellite area.
(3)Operation of any satellite area. For purposes of this section, the term "satellite area" means any property or facility that is to be operated by the Division of North Carolina Aquariums that is located somewhere other than on the site of the aquariums at Pine Knoll Shores, Roanoke Island, and Fort Fisher.
