52-8-102 . General duties of department. The department shall:

(1)issue licenses to entities engaged in child placement activities on October 1, 1997, if the licensed applicant has met the requirements established by the department by rule;
(2)prescribe the conditions upon which child-placing licenses are issued and revoked; and
(3)adopt rules for the conduct of the affairs of child-placing agencies that are consistent with the welfare of children.
