46-30-414 . Conditions upon return to state. When a person is arrested on a judicial warrant after being returned to this state under 46-30-411 , the following conditions must apply:

(1)a person may not be admitted to bail without first appearing before the judge who issued the warrant, unless that judge is unavailable, in which case another judge within the same jurisdiction may consider the matter; and
(2)the person must be held liable for restitution on the transport costs incurred by a governmental entity as provided for in 46-18-241 through 46-18-249 .
