7-13-2345 . Hearing and notice on petition to exclude land.
(1)Upon the filing of a petition with the secretary of the district, the secretary shall call a meeting of the board of directors of the district at a time not less than 25 days or more than 50 days after the filing of the petition and cause a notice of the filing of the petition to be published as provided in 7-1-2121 . The notice must state the date of the filing of the petition and that the petition will be heard before the board of directors of the district.
(2)A landowner or taxpayer within the district has the right to appear at the hearing, either in behalf of or in opposition to the granting of the petition. The petition must be heard before the board of directors of the district at the time and place specified in the no
