16-10-104 . Powers of department.
(1)In addition to the penalties and rights imposed and set forth in 16-10-402 , the department shall enforce the provisions of this chapter.
(2)The department has the power to adopt, amend, and repeal rules necessary to enforce and administer the provisions of this chapter.
