The chief safety inspector or other inspector authorized and designated by him may, during reasonable hours, enter any premises within the state without hindrance for the purpose of inspecting any installation. No owner or lessee shall operate any installation not registered with the board, giving the type, contract load, speed, name of the manufacturer, location, the nature of the use and any other information which the board may require. Such information shall be made on a form approved by the board. Within a reasonable time period as determined by the board, after August 28, 1994, the owner or lessee of every existing elevator, escalator, moving walk, manlift, and stairway inclined lift shall register with the board each such installation owned or operated by him, giving type, rated
