Text
The department shall promulgate rules necessary to implement and administer the provisions of sections 701.300 to 701.338 , including requirements, procedures and standards relating to lead-bearing substance activities. The rules established by the department shall be at least as protective of human health and the environment as the federal program established by the Residential Lead-Based Paint Hazard Reduction Act, as amended, 42 U.S.C. 4851, et seq., and the Toxic Substances Control Act, as amended, 15 U.S.C. 2605, 2607, and 2681 to 2692, and any federal regulations promulgated pursuant to such authority. Nothing in sections 701.300 to 701.338 shall be applied or interpreted to affect the statutes or regulations of any other state agency or the activities subject to regulation by any
