1.There is hereby created in the state treasury the "Economic Distress Zone Fund", which shall consist of money appropriated under this section.  The state treasurer shall be custodian of the fund.  In accordance with sections 30.170 and 30.180 , the state treasurer may approve disbursements.  The fund shall be a dedicated fund and money in the fund shall be used solely by the department of public safety to provide funding to organizations registered with the United States Internal Revenue Service as a 501(c)(3) corporation that provide services to residents of the state in areas of high incidents of crime and deteriorating infrastructure in for the purpose of deterring criminal behavior in such areas.  Any moneys appropriated and any other moneys made available by gift, grant, bequest,
