1.Prior to February 7, 2000, no incumbent local exchange telecommunications company may engage in the provision of electronic publishing services, on an intrastate basis, which services are disseminated by means of such telecommunications company's or any of its affiliates' telecommunications services; except that nothing in this section shall prohibit a separated affiliate or electronic publishing joint venture operated in accordance with this section from engaging in the provision of intrastate electronic publishing services.
2.The state of Missouri hereby adopts and incorporates in total the electronic publishing provisions of Section 274 of the federal Telecommunications Act of 1996 for the purpose of governing the provision of electronic publishing services on an intrastate basis
